What is Electromagnetic Compatibility (EMC) Testing?
Electromagnetic compatibility testing, or EMC testing, assesses how electrical and electronic products behave in the presence of electromagnetic energy.
The aim of an EMC test is to ensure that equipment does not generate excessive interference and can operate correctly when exposed to external sources of disturbance.

Australia and New Zealand (RCM – ACMA Requirements)
Products supplied into Australia and New Zealand must meet the electromagnetic compatibility requirements set by the Australian Communications and Media Authority. Compliance is demonstrated through RCM labelling supported by suitable evidence of EMC testing to the applicable AS / NZS standards.
Key points:
- Most electronic and electrical products require EMC testing before market supply.
- Only emissions testing is mandated. Immunity testing is not compulsory but strongly recommended for reliability.
- Products may be classified as low, medium or high risk. Evidence requirements increase with risk category.
- Certain battery-powered products may be exempt from testing but must still meet the relevant EMC standards.
- CE, FCC or ISED reports may be used as supporting evidence if assessed by an EMC expert.
- Supplying a non-compliant product can attract significant penalties under the Radiocommunications Act.
Europe (CE Marking and EMC Directive)
Products sold within Europe and EFTA countries must comply with the EMC Directive, and depending on the device type, may also require compliance with the Low Voltage Directive, Radio Equipment Directive, Machinery Directive or Medical Devices requirements.
Key points:
- Products must be tested to the relevant harmonised standards for emissions and immunity.
- Manufacturers must maintain a technical file containing test reports and supporting documentation.
- A Declaration of Conformity must be completed and kept on record.
- The CE mark must be applied correctly to the product.
- Some products require notified body involvement where mandated by the standard.
United States (FCC Compliance – Part 15 Requirements)
All electronic and electrical devices marketed in the United States must comply with the applicable sections of the FCC rules, depending on whether the device is unintentional or intentional radiating equipment.
Key points:
- Testing must be performed on an FCC-registered or accredited test site.
- Emissions testing is required to demonstrate compliance with FCC Part 15.
- Certain devices require an FCC-accredited Declaration of Conformity report.
- Intentional radiators, such as wireless transmitters, require certification through the FCC or a recognised TCB.
- A local representative is required for specific device categories.
- FCC ID issuance is mandatory for many radio devices.
Canada (ISED Compliance)
Products supplied in Canada must meet the requirements of the Innovation, Science and Economic Development (ISED) regulations for EMC, wireless, and human exposure standards.
Key points:
- Most devices require emission testing and compliance records maintained by the supplier.
- ISED often accepts FCC testing for emissions. However, radio devices must reference applicable ISED standards directly.
- Certification is mandatory for intentional radiators and involves submitting a test report and technical material to ISED or TCB.
- A Canadian representative is required for most transmitters.
Japan (VCCI and MIC Radio Law)
Products intended for the Japanese market must comply with the Voluntary Control Council for Interference (VCCI) rules for Information Technology Equipment, and the Radio Law administered by the Ministry of Internal Affairs and Communications (MIC).
Key points:
- Emissions testing for ITE must be performed by a registered and authorised test house.
- EMC Technologies is the only VCCI registered test house in Australia and New Zealand.
- Radio devices must be tested and certified under MIC requirements through an approved, registered certification body.
